Stopping NSAGs is much simpler than it seems: just use existing military might of super powers to blockade delivery of any weapons into the troublesome regions. Trouble is that this simple solution is not easy, because declared interests of powerful states are not the key drivers of action on the ground. In Production of heroin grew 5x in Afghanistan while under full US control. Are poppy fields not visible from military satellites or hard to destroy? Judging by results, somebody stronger than US generals wants them to exist and multiply. The same goes with all other “local” conflicts, imho.
